What this record does not establish →

Votes recorded on the text as a whole Of 591 votes recorded: 374 in favour; 198 against; 19 abstentions. In favour 374 Against 198 Abstentions 19
591 votes recorded in total, by electronic roll-call vote. Identified as the final vote by Parliament’s own marker, “Motion for a resolution (as a whole)”. This is the count Parliament recorded, and nothing more: it does not establish what the text does, how any member voted, what majority was required, or that anything is now in force.

On 17 September 2026 the European Parliament held a final vote on a document it titles “Political prisoners in Cuba, in particular the case of Félix Navarro and his daughter Saylí Navarro”, recorded as B10-0400/2026, B10-0396/2026, B10-0402/2026, B10-0409/2026, B10-0419/2026, B10-0403/2026, B10-0394/2026.

Parliament recorded the result as adopted, with 374 votes in favour, 198 against and 19 abstentions — 591 votes recorded in total.

Parliament records this decision under “Motion for a resolution (as a whole)”, which is how the final vote on the text is identified here. The vote was taken by electronic roll-call vote.

Parliament records the procedure as: Motions for resolutions: RC-B10-0394/2026, B10-0394/2026, B10-0396/2026, B10-0400/2026, B10-0402/2026, B10-0403/2026, B10-0409/2026, B10-0419/2026 (Majority of votes cast required)

The wording in quotation marks above is the title Parliament gave the document, reproduced so that the record can be identified. It is not this service's description of the subject, and quoting it is not an endorsement of any claim it contains.

This record establishes that Parliament took this decision on 17 September 2026 and what the recorded counts were. It does not establish that any statement made in the document is correct, and it does not mean that legislation has entered into force: a vote in Parliament is one step in a longer procedure.

Revision history

The source record now contains the information this brief requires.

What this record does not establish

Final plenary votes on a text as a whole, where Parliament's own record identifies the document explicitly and reports both an outcome and aggregate counts. Amendment votes, split and separate votes, procedural motions, votes taken by show of hands without recorded counts, and sittings where no single whole-text vote can be identified with certainty are all excluded, and the excluded cases are the majority. How individual members voted is discarded at ingestion and never stored, so this service cannot answer questions about it. A document's title is reproduced as Parliament's title, to identify the record; it is not this service's description of the subject, and a vote does not establish that anything the document says is correct.
